A CRUNCH vote on sweeping changes to financial regulation in Europe has been
delayed amid accusations of a secret attempt to shift power from London and
Paris to Frankfurt.

The European Parliament has pushed back a decision on the workings of three
super-watchdogs until September after 11th-hour tweaks to the legislation
caused a furore among member states. Amendments slipped into the document
last Thursday include moving the headquarters of all three super-regulators
to Germany, away from Britain and France, and giving the new entities power
to overrule their local counterparts such as the Financial Services
Authority or the Bank of England.

The trio of agencies will control oversight of Europe’s banking, insurance
and financial instruments industries. They have been the subject of
controversy since they were unveiled by the European Commission (EC) last
year.

Sven Giegold, a German MEP involved in negotiations between the parliament
and individual countries, said the session had been postponed to allow more
time to thrash out how much authority the super-watchdogs would have.
However, it is understood the parliament will still effectively rubber-stamp
the meat of the text today – including the push to create a regulatory hub
in Frankfurt.

Godfrey Bloom, a UK Independence Party MEP who joint-coordinates Brussels’
economic and monetary affairs committee, said: “This is a fundamental
movement of regulation away from the UK. Europe wants to break the power of
the City of London and this is all part of that strategy.”

A Treasury spokesperson said the government opposed the European
parliament’s attempt to move the planned banking super-regulator from London
to Frankfurt.

Andrew Tyrie, the Conservative chair of the Treasury select committee,
added: “Britain has massive interests in the way the City is regulated from
continental Europe. It is vital the coalition government fights its corner
as it promised in the election.”

Syed Kamall, a Conservative MEP, said there was still time for Britain to
negotiate the ability to veto super-regulators in extreme circumstances.

The spat over quiet alterations to the financial reform law will fuel
concerns a rushed lawmaking process will damage the Square Mile. José Manuel
Barroso, head of the EC, has set a tough deadline of next January to have
the system of super-regulators up and running.

He said yesterday: “It would be very difficult to explain to our partners in
the G20 that we who were the first to start the process [of overhaul] cannot
be the first to complete it.”

The increasing authoritarianism of the Labour government enters a dangerous new phase as the Prime Minister seeks to give powers to government agencies and civil servants to seize the passports of British citizens without going to court first.

The treaty describes the organisation as a "multinational police force with military status" and its use is for "both external and internal actions".

What is more, this force will outrank local police forces when it goes about its duties, which include security and public order missions, public surveillance, traffic regulations, border policing and general intelligence work and "performing criminal investigation work, including detecting offences, tracing offenders and transferring them to the appropriate judicial authorities".

My Lords, if the noble Lord has a little patience, he will hear the kernel of my argument. Former (UK) Ministers do not lose their pensions if they fail to uphold the ongoing interests of the country. As I was saying, these noble Lords are proud of their careers in the plush and well remunerated conclaves of Brussels, but of course they are also—here I exonerate the noble Lord, Lord Hannay, if necessary—already in receipt of a generous EU pension, or are looking forward to one. Few people know that EU pensions are unusual in that holders of them can lose them if, in the opinion of the Commission and the Luxembourg court they "fail to uphold the interests of the European Communities".

One contributory reason for the wholly Euro-philic tone of today's debate may be that no fewer than 10 of the previous 22 speakers have been Members of the European Parliament or senior employees of the European Union.-(with EU pensions to protect)

 

Now isn't that a splendid way to keep them all 'on message'.

Why are the 'Political Elite' so keen for the UK to be taken over by the EU? Almost certainly a major reason is that under the EU electoral process individual MEPs do not have to be accountable to the electorate, only to their party.

 

You have to understand the difference between the UK system and the EU system.

 

Under British democracy the hopeful MP has to personally face the electorate and justify himself to them to get elected. The Political Elite and the Civil Service executives are 'servants of the people'. When the EU Agenda is fully implemented they will become 'Masters of the people'. Such a delicious prospect is irresistible.

 

    The potential MEPs are pre-selected by their party before the election (the voters could well not even know their names). The vote is for the party, not the MEP, and depending on the number of votes cast for that party the successful MEPs are taken from the top of the pre-selected list. The MEPs are effectively appointed not elected and thus can have their utopian dream of power and control without having to personally justify themselves to the voters. They will be able to avoid putting themselves through, as one ‘A Lister’ was overheard to say at a recent By-election, “… the sordid and degrading business of having to grovel to the stupid, thick public just to get elected..." This will be certainly true of the established 'Elite' (who will always be chosen to be at the top of the List) and is a quite tantalising promise held out to ‘A Listers’ and backbenchers (hopeful ‘A Listers’) to keep them compliant. There will be no place for an individual or a maverick - only trusted party members and apparatchiks. For the unelected officials it will be easier for them to be even more remote from the people they are supposed to serve and even less responsible and accountable for their actions.

 

A Listing’ by the UK parties is a move towards the EU system of appointed MPs. An ‘A Lister’ is someone pre-selected by the political party HQ to have priority over any locally preferred candidate and to be fast tracked up through the political system. It is someone who ‘the party’ feel will be thoroughly subservient to the party and so be a trusted member to stay ‘on message’ in exchange for the mega-perks of being in the party system. Even ministers are being appointed from the ranks of the party acolytes who have not been elected. The actual party they are committed to often seems to be of no consequence as the major parties are steadily becoming indistinguishable from each other. They could quite easily be a Tory A Lister or a New Labour A Lister. The possibility of someone of an independent mind getting into parliament is thus prevented.

There is also the patronising attitude of so many of the political elite (and their apparatchiks) who believe absolutely that only they have the intelligence to tell us thickies what we can do and how we should live our lives. This EU system gives them the unrestricted opportunity to do so.

It seems like a movement to effectively isolate the general public from any significant political process and for it to be the exclusively the province of the ‘political elite’.

Blockleiter

A Blockleiter (block leader) was the lowest official of the NSDAP (the Nazi Party but there was a similar group as well in Stalin's Socialist Soviet - ed). They were responsible for the political supervision of a neighbourhood or city block and formed the link between the NSDAP and the general population. Also colloquially known as a Blockwart (block attendant or warden), he was charged with planning, spreading propaganda and developing an acceptance to the policies of the NSDAP among the households (typically 40 to 60) in his area.

It was also the duty of the Blockleiter to spy on the population and report any anti-Nazi activities to the local office. This was helped by keeping files on each household. Other duties included allocating beds in homes for visiting NSDAP demonstrators, the collection of subscriptions and charitable donations especially for Winterhilfe and organising the clearing of rubble after air-raids. It is thought that there were nearly half a million Blockleiter.

Today, Blockwart is a colloquial German insult word for an informer.

They were asked for their comments on any items with which they disagreed but if they were happy with the accuracy of the contents then no response would be necessary.         There is now a new ploy in which the European Constitution will have a few minor and inconsequential sentences removed and it will then be called a 'treaty'. As such there is no requirement or promise to have a referendum for a 'treaty' so this will only be voted on by parliament. If even they get the chance! See the 'override' device  more

France has recorded the highest number of counterfeit euro banknotes, originating mostly from eastern Europe, Italy and Colombia.
In the first half of 2006, 30 percent of the total number of 300,000 fake euro notes withdrawn from circulation were discovered in France, UK daily The Independent reports. French police say European counterfeiters seem to have cracked the sophisticated security code used for euro bank notes.

A new EU constitution should not be put to the people, European Trade Commissioner Peter Mandelson has insisted.
Germany will start the process to revive or redraft an EU constitutional treaty following last year’s referendum rejections in France and the Netherlands.

Mandelson is clear that any new text can not be a hostage to democratic votes - referendums in the UK, Denmark and Ireland were called off amid concerns that more negative results would plunge the EU into deep crisis.
“Anything that crosses the threshold of requiring a referendum will immediately run into difficulties,” he told E!Sharp magazine.

                    The England Football, Rugby, Cricket teams - what will happen to them? more

The EU Grand Project is that England will be split up into 9 Regions of a Greater Europe and England will technically no longer exist. (indeed strictly it does not exist now according to the Encyclopaedia Britannica - see 2006-15/a and 2006-15) Currently what is roughly the Home Counties area is called the South East Region - i.e. the SE of England. The boundaries will not follow the historic county boundaries but will deliberately go across them to break them up. When England ceases to exist what will this region be called? It cannot be the SE Region of somewhere that doesn't really exist anymore.

The EC are very reluctant to say and refuse to discuss the subject at all. They have said, however, that they want to take over full control of English and European football. (to be run, no doubt, by faceless bureaucrats who have next to no knowledge of football.)

The SE Region will not be a 'part of England' as there will then be no such place as 'England'. (see 2006-18 of The Europrobe) The current SE Region will eventually be on a par with any other region on the continent. It will be as logical to select an 'English' team from a 'French' or 'Belgian' region as well as from an English region. So how will there be 'England' teams for sport, how will they be selected and what will they be called? Would an 'English' team still be selected from a group of nine Regions while a 'Scottish' team selected from only one? Would the Eurocrats permit such an anomaly?  more

Mr Knapman said that automatic deportation for EU nationals convicted of criminal offences in the UK are specifically prohibited by EU Directive 2004/38, which states that ‘Expulsion orders may not be issued by the host Member State as a penalty or legal consequence of a custodial penalty’.  more

Businessman Michael Brown, 40, was held in Majorca after a European arrest warrant was issued in relation to affidavits in a High Court case.

Mr Brown, a Glasgow-born tax exile who gave £2.4m to the Liberal Democrats last year, was arrested on Wednesday 19.04.06.

Ex-Tory MP defects to UKIP      Press Association Thursday April 20, 2006

A former Conservative MP today announced he was joining the UK Independence party in protest at Tory leader David Cameron's approach to Europe. Christopher Gill, Tory MP for Ludlow from 1987 to 2001, was one of the rebels who voted against then Conservative leader John Major over the 1992 Maastricht Treaty.

Despite Mr Cameron's recent dismissal of UKIP as "fruitcakes and loonies and closet racists", Mr Gill said that many Conservative MPs privately agreed with the party's Eurosceptic views. Mr Cameron had dragged the Tories to "a new low" by "playground name-calling" directed at UKIP.

Mr Gill accused Cameron of relying on the advice of Europhile "dinosaurs"  and disastrous has-beens from the John Major era, like party chairman Francis Maude, as well as Lord Heseltine, John Gummer and Kenneth Clarke, who have been appointed to policy groups and taskforces.
"It is clear that no argument will move the Conservative party's official position on Europe, despite many of their MPs privately agreeing with UKIP".

This is very true of many, many Labour voters who now agree far more with UKIP policies than those of their own party

Prior to 1985 The Labour Party was fully committed to pulling out of the EU. After 1985 they completely changed their policy and became fully committed to taking the UK into the EU - mostly by stealth. Why? What happened in 1985 to cause such a dramatic New Labour 'U' turn and for them to pursue this new this policy without clearly stating what they are doing and why?

The president (speaker) of the European Parliament, Mr Borell Fontelles (Spanish socialist), recently send a letter to all 732 members pleading for them to take a more active and supportive part in the parliament's business.  He complained that most of the time the chamber was almost empty, except when MEPs had to vote or risk not being paid their allowances!

"Mr President, you asked that this Parliament should enjoy a greater commitment from its membership. This is not really a parliament in any sense that the British would understand or recognise. This Chamber looks like the Supreme Soviet, apart from the flags. It conducts business like the Supreme Soviet and the debates here are not debates in any real sense of the word at all.

"As a mere backbencher, if I get one minute – determined by officials and not by knowledge or need – I am lucky. There are no interventions; there is no giving way, nor any chance to challenge and test ideas that have been put forward.  

"This place is essentially is an elaborate democratic fig-leaf, and we are all part of a charade."

The term 'Income Tax' is no longer a useful way of considering what we pay in tax - we should now, perhaps, use the term 'Tax on Income'. This is because of the duplicitous use of language by Gordon Brown - who said that he would not put up 'Income Tax'. It is quite true that he has not put up 'Income Tax' but only in the very strict definition of the term. He has, however, devised and invented some 70 + other taxes that are not strictly 'Income Tax' as defined but still have to be paid out of our income. These 70 + do not include the many other taxes masquerading as 'fines', new licences, increased cost of existing licences and that other tax on income disguised as Council Tax increases - to mention but a few.
